HAPPY Bill Could Mean Happiness for Pet Owners

There’s a move afoot in Washington that could mean happiness in the form of a $3500 tax rebate for pet owners. Almost 63% of the American population owns a pet and the Humanity and Pets Partnered through the Years measure a.k.a the HAPPY ACT could be government approval that Americans do care a lot about their pets. Pets are a major cost and there are many opinion-influencers who feel that in this phase of a slow economy, all possibilities of extending help to people should be considered.

The bill has the support of Michigan State Representative Thaddeus G. McCotter (R) as well as many animal rights groups. Given that the bill seeks to reach out to more than half of the American population it does appear to have a mass base that it can appeal to. But will it get passed? Many people see the bill as a tool to put cash back into the hands of the American people while some see it as being unnecessary – those against the bill argue that pets are an option and not a necessity and money gained from the taxes could be put to a wide variety of uses. The fate of the bill could well boil down to the kind of public support the issue gathers in the time to come.
